Defect
On large and medium heavy trucks and large and medium touring buses, incorrect instructions for the on-board tool kit resulted in vehicles being shipped without the parking brake manual release tool (wrench). If the parking brake becomes stuck in the applied position due to a malfunction or other cause, the tool required to manually release it is not available.
Corrective action
On all vehicles, install the parking brake manual release tool (wrench) in the on-board tool kit.
