Issue
On welfare vehicles equipped with a manual driving device, the transfer board — a mechanism that assists a user in moving from a wheelchair to the driver's seat — may be affected as follows. If the occupant boards the vehicle without deploying the transfer board and catches a leg on the board's top panel, the panel can be forced to rotate in a direction it is not designed to rotate, causing the stay rod to pull out of the cylinder that supports the panel. If the transfer board is subsequently deployed and the occupant sits on the panel to transfer from the wheelchair to the driver's seat, the panel may tilt, causing the occupant to fall and sustain injury.
Corrective action
On all affected vehicles, replace the transfer board with a corrected part that incorporates an additional stopper to prevent unintended rotation of the board panel. As an interim measure while corrected parts are being prepared, replace the stay rod and cylinder assembly with a version using a longer stay rod to reduce the risk of the rod pulling out of the cylinder.

状況
手動運転装置付き福祉車両の移乗ボード(車椅子から運転席への乗り移りをサポートする機構)において、移乗ボードを使用せず格納状態のまま乗車した場合にボード天板に脚を引っ掛け、押し込まれることで本来回転しない方向に回転し、ボード天板を支えているシリンダーからステーロッドが抜けることがある。そのため、そのまま移乗ボードを展開し、車椅子から運転席に乗り移るためボード天板に座った場合に傾き、乗員が転倒して怪我をするおそれがある。
改善措置
全車両、ボード天板の回転を抑止するためのストッパーを追加した対策品の移乗ボードに交換する。なお、改善措置用部品の準備に時間を要することから、部品が供給できるまでの暫定措置として、シリンダーからの抜けを抑制するため、ステーロッドの長さを延長したステーロッド&シリンダーに交換する。
