Defect
In welfare vehicles equipped with hand controls, the return spring for the accelerator ring is set to an incorrect load. As a result, the accelerator ring may fail to return to its rest position, and the vehicle may not decelerate.
Corrective action
On all vehicles, replace the accelerator ring return spring with the corrected part.
