Defect

The brake light switch contacts have insufficient electrical load capacity. When the brakes are applied, the contacts seize, causing one of two failure modes. (1) The brake lights remain continuously illuminated. Continued use in this condition causes the switch to overheat, melting the wiring and, in the worst case, resulting in smoke or a vehicle fire. (2) The brake lights fail to illuminate, and the shift lever may become unable to move out of the Park position.

Corrective action

On all vehicles, replace the brake light switch with a corrected part.
