Defect
In the telematics system, the data communication module was improperly decommissioned from its carrier network, causing the communication function to be disabled on affected units. As a result, voice calls cannot be made during an emergency, and the vehicle does not conform to Safety Standards Article 43-8 (Automatic Emergency Notification Device Standards).
Corrective action
On all vehicles, replace the data communication module with a conforming unit.
