Defect
In the emergency notification system, an improperly designed control program in the on-board communication module may prevent mutual conversion between voice data and communication data. As a result, voice calls cannot be completed during an emergency, rendering the system non-compliant with Safety Standards Article 43-8 (Automatic Emergency Call Device Standards).
Corrective action
On all vehicles, reprogram the on-board communication module control program to the corrected specification.
