Defect
A horn assembly that does not meet the technical standards for horn sound-generating devices was installed, causing the vehicle's horn to fail to comply with those standards.
Corrective action
On all vehicles, replace the non-compliant horn with one that meets the technical standards for horn sound-generating devices, and relocate the mounting position from inside the dashboard to the compliant position on the exterior front face of the dashboard.
