Defect
On vehicles equipped with an idling stop-and-start system, the inner diameter of the intake shutoff valve case is machined out of tolerance on some units. This prevents the valve from opening and closing smoothly. Continued use causes the valve to remain closed, preventing the engine from restarting after it has been stopped at a traffic signal or similar situation.
Corrective action
On all vehicles, replace the intake shutoff valve with a conforming part.
