Defect
The starter has insufficient water ingress protection due to inadequate design consideration. Driving aggressively through standing water or puddles allows water to enter the starter relay. Continued operation allows the relay contacts to short circuit, preventing engine starting. In the worst case, a vehicle fire may occur.
