Defect
During assembly of the pneumatic parking brake, an incorrect lubricant was used when fitting the rubber boots on the wheel cylinder, which are designed to exclude water and dust. The incorrect lubricant causes the boots to swell, reducing their airtight seal. Continued use allows water to enter the boots and penetrate the wheel cylinder, where rust seizes the sliding components. This may result in reduced parking brake force or fade in the service brake system.
Corrective action
Inspect the rod and rod guide on all vehicles. Where rust is present, replace the wheel cylinder assembly with a corrected unit incorporating a revised clevis, and add a band. Where no rust is present, replace the clevis with the corrected part, replace the boot with a known-good unit, and add a band.

状況
駐車制動装置において、空気式駐車制動装置のホイールシリンダの防水及び防塵用ゴム製 ブーツ装着時に不適切な潤滑材を使用していたため当該ブーツが膨潤して気密性が低下し 、そのままの状態で使用を続けると、当該ブーツ内に水が浸入してホイールシリンダ内の 摺動部が錆で固着し､駐車ブレーキの制動力の低下、又は、主制動装置がフェード現象を おこすおそれがある。
改善措置
全車両、ロッド及びロッドガイドを点検し､錆が発生しているものは対策品のクレビスを 組込んだホイールシリンダアッセンブリに交換し、バンドを追加する。また、錆がないも のはクレビスを対策品に交換の上、ブーツを良品と交換するとともにバンドを追加する。
